It's like a haunted house/ghost effect over a painting...gives it an almost creepy feel and if I look too long I will get dizzy!! Gauzian blur?? Would be cool to use this effect on a room in an old house - with very little furniture.
no its a filter and no blur actually its all me expect its a blue tone to it
